Theoretically there is no incentive to pay HS players

the reason people want to pay college players is to get the best players to play for them, no one gives a crap if the kid gets paid, they only want the ability to pay the kid so he plays for their school.

There is not much opportunity for that in HS, though I have seen it in IA where they have open enrollment and kids can transfer schools if the receiving school has room. Amazing how they always have room for star athletes. Wouldn't surprise me if local business owners weren't helping that as well, but it's not a huge issue.
